ADDRESS TO THE PUBLIC BY THE HEAD OF THE MAIN DEPARTMENT OF CONSTRUCTION AND HOUSING AND COMMUNAL SERVICES OF THE SAMARKAND REGION BAKHODIR NEGMATOV
Dear compatriots!
In order to form an uncompromising attitude against corruption, ensure openness and transparency, the Main Department of Construction and Housing and Communal Services of the Samarkand Region carried out a number of systematic works during the past period of 2024 and 2025.
The Department has launched systematic work to ensure the implementation of the Law "On Combating Corruption", Presidential decrees and resolutions, and sectoral regulatory legal acts.
Communication channels have been established for citizens to send complaints about corruption cases through the official website of the Main Department and its pages on social networks. A special hotline has been placed at the top of the pages on the website and social networks.
Also, a special set of smart posters prepared based on QR code technology entitled “A World Free of Corruption is a Universal Dream” is being held to promote the public and employees.
Recruitment processes are being organized on a completely open and transparent basis. Civil servants are recruited on a competitive basis, and special anti-corruption conditions are being established in employment contracts. Newly hired employees are being introduced to legal documents and codes of conduct.
In order to prevent conflicts of interest, declarations were filled out by 100 employees in 2024, and 101 employees in 2025. These declarations were analyzed in accordance with the requirements of the above-mentioned Regulations, and appropriate measures were taken to prevent 1 potential conflict of interest identified.
Also, disciplinary measures were applied to 28 employees during 2024 and 21 employees during the previous period of 2025 for failure to comply with internal labor regulations, ethics and executive discipline.
Based on the assessment of corruption risks, 22 employees performing the most susceptible functions were involved in special training. In order to strengthen relations with the public, legal advocacy was carried out through the media.
It should be noted that the active participation of the public is of great importance in the fight against corruption. We will continue to be uncompromising against this scourge in solidarity, based on the principle of "Honesty Vaccine".
